I have a 154 cub lo-boy with a 5' belly mower that doesn't have much power.I changed the plugs, points etc. It is worse going uphill in 2nd gear. Compression on three cylinders is 120 & 85 on the other. Oil use does not seem bad. Maybe valves? Am I expecting too much from this 12 hp engine?

All I can reference in the 12HP world is our old AC lawn mower with a 42" deck.
Yes, I'm thinking your expecting too much from a 12hp unit. Our 42" deck could make the ol' AC grunt when mowing..especially on a hill
You didn't mention its age or hours, but on top of all of this I'm assuming its a little on the tired side as well. ....

Your problem is probably going to require a couple of things. Adjust the valve lash. Retorque the head. Readjust the governor and governor to carburator linkage. Check point gap and time with a timing light. Your compression is alright. If you get it timed right and espesially get the governor adjustment right, that 154 should be able to climb any hill you put in front of it. I would also check the clutch brake clearance. If the last guy who worked on the clutch didn't know what he was doing he probably left the brake tightened down. The clearance should be .010. ....
